From Lakeview, Oregon take Oregon Highway 140 north toward Paisley. Following Hwy 140, turn right onto Hwy 140 east toward Adel. Turn left onto Forest Service (FS) Road 3615 traveling north about 6.8 miles and pass the right turn to FS Road 019 (this leads to Light and Drake Peaks). Continue on FS Road 3615 about 3.2 miles to a road leading off to the right near 42.316° -120.168°. From here you are kinda on your own - you may find a good place to park about 0.6 miles up one of the dirt tracks - perhaps near 42.321° -120.1595°. Continue cross-country from here - about 0.4 miles and 600 feet - it's not easy. A GPS might be considered essential.
The summit is mostly rocky but there must have been a way to support an antenna - I don't recall now. I would not expect to work anyone on 2m FM.
Nearby are Drake Peak W7O/CE-002 and Light Peak W7O/CE-004that you may want to try since you came all this way. And they are quite a bit easier.
