Summary - This is one to save for that weekend when there are going to be lots of locals on 2M doing S2S or, like me, you want to a place to do the UTC NYE ritual without a lot of driving. About twenty minutes from downtown Portland in a residential neighborhood, with a nearby AM broadcaster and at least two RF comms facilities. RFI on 2M is likely to be an issue, there's really no place to put up an HF wire, and there's only room for two vehicles.
Long Version - Mount Scott is a roadside activation of no particular distinction. The actual summit is on private property festooned with microwave and VHF/UHF towers. Nearby is KKPZ with two AM towers and a number of VHF/UHF antennas. There is room for two vehicles to pull off the road in the AZ at the corner of SE Ridgeway and SE Eastview.
There is a fair amount of in-bandRF interference, including the APRS digipeater and Winlink gateway sited at KKPZ. The APRS digipeater even overwhelmed my Yaesue HT's front end; first time I have seen that happen. There's not a lot you can do about it other than, possibly, use a Yagi. The good news is that it mostly doesn't matter for local contacts. HF would really be a challenge here between the RFI, overhead power lines, and lack of real estate to put anything but a vertical in the air.
